What ground and maritime surveillance sensors are deployable for unlawful personnel detection and contraband detection?

The Homeland Defense and Security Information Analysis Center (HDIAC) was recently tasked with finding deployable ground and/or maritime surveillance capabilities that can remain unattended but can alert personnel of the presence of unlawful personnel or contraband in the sensor’s respective monitored area. These capabilities must be immediately deployable (technology readiness level 9) and fall under commercial/government-off-the-shelf products.
