The Homeland Defense and Security Information Analysis Center (HDIAC) was asked to locate nonlethal systems that could provide Warfighters with an intermediate response capability. This capability should be deployed by a fire team-sized element (four personnel) or at an individual personnel level to discourage hostile activities from a noncompliant individual or small group. Of particular interest are personal handheld capabilities or small modular vehicle attachments that can discourage noncompliant personnel or vehicles more than 100 feet away.
